Vince Mammano, Division Administrator, CA Division, FHA— September Meeting Recap

Vince Mammano, Division Administrator, CA Division, provided an informative overview of the role of the Federal Highway Administration (FHWA) in transportation funding at our September meeting. He expressed great interest in working with ACEC to further our common goals of improving transportation infrastructure in California. He brought great news – he has deep pockets and they are full of money. The only problem is that his arms are not long enough to reach that far into the pockets.

Vince Mammano joined FHWA in June 1993, after graduating from the University of Maryland with a BS in civil engineering. During the past 17 years, Vince served in several division offices throughout the country, beginning in the Florida Division then moving to Philadelphia to take a position in the joint Federal Highway and Federal Transit Administration Philadelphia Metro Office. After leaving Philadelphia, he spent time in the Virginia Division, and then served as the assistant division administrator in Hawaii prior to moving to California to become the chief operating officer of the California Division. In June of 2011, he became the division administrator of the California Division.

The FHWA California Division Office provides leadership, guidance, and direction to Caltrans in the planning, construction and maintenance of transportation projects. [Translation – funding!] Working collaboratively with Caltrans, FHWA-CA ensures that the roads, bridges, and tunnels funded by the federal government are safe and continue to support economic growth and environmental sustainability. Additionally, to ensure accountability, FHWA-CA works with Caltrans to develop, track and analyze activities and recommend innovative techniques and strategies to improve the performance of the transportation system. FHWA-CA administers federal strategic investments to preserve and modernize the U.S. highway system – and ultimately to save lives.

Vince oversees offices in Sacramento and in Southern California. He has significant resources on his staff, including planners, engineers, and specialists in many fields including: finances, air quality, safety, property, and intelligent transportation systems.  In addition to his leadership role in CA, Vince serves on several federal committees, bringing his truly national perspective to help forge policy and solve problems.
